Hoxha accused both superpowers of "revisionism", meaning they had abandoned true communist principles by introducing market elements, seeking peaceful coexistence with the capitalist West, or pursuing nationalistic interests rather than global revolution. The defining core of Hoxhaism is its strict, unyielding defense of Joseph Stalin's legacy and theoretical model. Economically, it implemented an extreme policy of national autarky, or self-reliance, which went so far as to constitutionally ban all foreign loans, credits, and investments. Hoxhaists believed a country must build socialism using entirely its own domestic resources to prevent becoming dependent on imperialist or revisionist powers. Domestically, the ideology manifested in radical and highly militarized policies. Hoxhaism led to the creation of the world's first constitutionally atheist state in 1967, completely banning and criminalizing all religious practices.
