If you look at Hong Kong, they’re known for beef brisket (really flank or skirt) noodles, which is related to pho. In one city, you can have various depths to the broth as well as rice or wheat noodles. No gatekeeping there either.

Not sure you’re right pho is over 100 years old I believe. There should be a museum to visit in Hanoi. Pho is beef broth with rice noodles.
