It’s because they’re afraid of the skin with ink will damage the spring. I get it. I got tats and I already know I can’t go in most springs. It’s cool

Surprisingly enough, when we were stationed in Misawa, which is super rural, a lot of the onsens there were tattoo friendly.

I went in Onsen in Kyoto and it was written no tattoo. I literally saw a guy with a full back tattoo inside 😂
