thermostat set to 18. Boiler goes on and off all day every few mins. It gets stays at 17 is it a thermo problem or boiler issue?

I have now 19 degrees and its cold so I put it up to 23 and then it will go off in an hour and housevstays warm. it's minus outside ffs
