My mom was a special Ed preschool teacher and had a child with CP. They told her she would never walk or talk. In 2 years my mom had her walking 1/2

You can home school a child with special needs. The school can do a home program to provide her therapies at home

Read up on Special Ed law. She has the right to start on her third birthday, regardless if they are “full”. from an Early childhood Special Ed teacher
