Memorization is only one way to learn multiplication. It also doesn't work for everyone and doesn't help conceptualize what multiplication is.

Grade 2 and 3 focus on understanding multiplication 4 and 5 is more about automaticity/memorization. Charts help with visualization

It’s not mandatory to memorize multiplication facts but you do have to know the different strategies on how to get your answer.

Sometimes the goal isn’t fact memorization. Maybe the goal is order of operations or another concept where this tool can reduce barriers.

I teach grade 3 and my students would not be able to use that during a test. They in fact have already memorized ther 0,1,2,5,9,10,11 times tables

In gr.4 students usually multiply without the chart. They can skip count or use repeated addition,but as a teacher I strongly encourage memorization.
