The first is a plane with flaps carrying a banner high drag situation in slow flight making it appear to not be moving pretty standard.

first plane: flying a flag sign, possible that enough wind and drag holding a slow speed, second plane. weird! large plane that low not gonna be THAT

It's not a glitch, flying into a headwind creates lift which allows the airspeed to be slower than the wind speed. Wind creates lift or propulsion .
