The ancient historian Suetonius records that when Caligula was still a child, the astrologer Thrasyllus personal astrologer to the Emperor Tiberius had remarked that Caligula had "no more chance of becoming Emperor than of riding a horse across the Bay of Baiae." The Bay of Baiae was one of the most fashionable resort areas of the Roman world, a broad bay on the northern edge of the Gulf of Naples approximately five to six kilometers across at its widest navigable points clearly not a place where anyone had ever ridden a horse, or expected to. Caligula, according to Suetonius, remembered this prediction after becoming Emperor, and decided to disprove it in the most literal and spectacular way possible. He ordered the requisition of cargo ships from across the Mediterranean ancient sources suggest somewhere between 2,000 and 4,000 vessels which were lashed together in a line stretching approximately 3.5 miles across the bay between Baiae and Puteoli (modern Pozzuoli). Earth and stones were added to create a road surface over the floating platform, inns and refreshment stations were established at intervals along the bridge, and Caligula reportedly rode across it twice once in military armor on horseback, declaring himself a greater general than Alexander, and once in a golden chariot, to demonstrate that both land and sea were subject to his command. Ancient sources note that the requisition of so many commercial vessels for this project severely disrupted Rome's grain supply for a period, potentially causing genuine food shortages in parts of the empire a consequence Caligula either ignored or considered an acceptable cost for making his point. Modern historians see in this episode a revealing psychological portrait: not madness, but an absolute refusal to accept any limits on his power, including the limits of physical geography, combined with a theatrical sense of spectacle and a very long memory for perceived insults to his dignity.
