The blue neon in pulp riot is their only neon that doesn’t glow in black light, I have no idea why but when I want it to glow I add a touch of Area 51

have you tried using the colour wheel/colour theory to cancel out the bright colours by mixing eg purple and yellow, blue and orange, green an red etc

the darker pigments are probably absorbing too much of the light to let the uv pigment actually phosphoresce
