good choice for not helping, one: street cats do this everyday helping him would be a waste due to them just doing it again. two: vet bills are really expensive and I believe it's just a concussion, max. three: if you actually helped you would've had to take care of him to recover or keep as a pet, and street cats don't get along easily.
