I’d have a survey and then tear down the chain link and replace with 5’ woven wire fence. And then the neighboring property owners are required

zit does not matter what side of the fence the poles are on. It's all about the property line established by a survey.

the frame is supposed to face the homeowner. so whichever side the poles are is the owner of the fence

You are not getting it, neighbors often split costs of fence construction the fence benefits many so all share. Hardware side maintains though

a fence is put up however the property owner wants it. the poles don't necessarily mean who owns it.

Recently, some people request the nice side of the fence to face their own yard. So you can't really use that as an indicator as to whose fence it is.

most places if you are putting up a fence the neighbors in between have to pay half of the cost for their side so it's both of theirs 😅

Usually how ever had fence put up the poles would go inside of the owner that out up fence. Look at wood fence it’s meant to keep people out.
