He wasn’t weaned properly as a kitten it’s a very common thing if they’re weaned too early they’ll do that. Usually stop around age 2-3

It’s a comfort thing. I have two grown cats who do that. One was separated from his mom at 3 days old and the other just needs emotional support lol
