Yeh your deck is upside down. The grooves are meant to face down to lent airflow between the deck boards and what ever they’re screwed to

I use bedec barn paint in anthracite gray. You get it from tool station and mine lasted 2 yrs before having to paint again

Maybe masonry paint? Me and my FIL painted the patio with it and it's still going strong a few years later. Not sure about using it on wood though? 😁

use paint stripper, nontoxic for outdoors, then use a wood conditioner, rinse thoroughly let dry then stain/paint
