Preheat oven to 350°F. Heat oil in a medium-size nonstick skillet over medium-high. Add bell pepper, and cook, stirring occasionally, until tender, 2 to 3 minutes. Remove from heat, and set aside. 2. Beat together sausage and cream cheese in a stand mixer fitted with a paddle attachment on high speed until well combined, about 2 minutes. Add bell pepper and Cheddar; beat on medium speed until well incorporated, about 1 minute. 3. Whisk together baking mix, onion powder, and garlic powder in a medium bowl. Gradually add mixture to mixer, and beat on low speed until well incorporated and mixture comes together, about 2 minutes. 4. Roll mixture into 1-inch balls; place balls 1-inch apart on 2 parchment paper-lined baking sheets. Chill in refrigerator 15 minutes. 5. Bake in preheated oven, 1 baking sheet at a time, until golden brown and cooked through, about 20 minutes. 6.
