the answer from my roadworker dad: MD replaces entire road sections, PA patches holes. Patches wear unevenly making the problem worse. BUT its cheaper

There’s not a ton of potholes, but there is some like in King of Prussia it’s made out of limestone and water breaks it down so that’s why there’s potholes in King of Prussia but not in my town
