Once the man is in cuffs the law considers him "In Custody" the Officer was supposed to call for assistance at that point or his Supervisor. The Cop has already violated his Civil Rights at this point

He wasn't combative, it's human to try to avoid painful trauma when an officer abuses his authority. The law allows the Defendant to use self defense when officer breaks law!
