What is martial law and why was it declared in South Korea? South Korea’s constitution states that the president may proclaim martial law when “required to cope with a military necessity or to maintain the public safety”. It involves giving the army powers to take control of law and order. President Yoon’s move was the first declaration of martial law since October 1979, when it was applied following the assassination of the long-standing military dictator Park Chung-hee.
