it's illegal to change somebody's pay like that. especially if it is a required work training that is usually paid

it depends but if the training is required for their own licenses they don't have much recourse. if the company mandates this training contact DOL.

The minimum wage pay for training would have had to be announced in advance or in something they signed previously.
If not, the owner is in the wrong.
