Ukraine joining NATO permanently — part of President Volodymyr Zelensky “Victory Plan” — is one of the topics US President Joe Biden, French President Emmanuel Macron, British Prime Minister Keir Starmer, and German Chancellor Olaf Scholz are split on. In the Ukrainian president’s mind, the aim is to enable his country to reverse the balance of power with Russia, with the still distant prospect of opening negotiations to end the fighting, if possible by 2025. For the Ukrainian leader, an invitation to join NATO would ideally come before December and the end of Biden’s term of office. When they met in Berlin this past week, for Biden, Macron, Starmer, and Scholz Ukraine and the Middle East — Israel, Gaza, Lebanon, Iran — were top on the agenda, “in particular the implications of the death of Yahya Sinwar, […] the immediate necessity to bring the hostages home to their families, ending the war in Gaza, and ensuring humanitarian aid reaches civilians.” But when it comes to Ukraine, now approaching three years of conflict after Russia’s invasion, Biden said “there was unanimity on continuing to support what’s going on in Ukraine, helping Ukrainians. We also talked about the Middle East. We think there is a road to peace there. It’s going to be harder. It’s going to be difficult. But we’re all on the same page. There was total unanimity.” A NATO membership for Ukraine is not guaranteed. Scholz said: “Our position is clear: We are supporting Ukraine as strongly as possible. At the same time, we are taking care that NATO does not become a party to the war so that this war doesn’t culminate in an even bigger catastrophe.” Macron, on the other end, believes that Western countries should adopt a position of strategic uncertainty regarding Russia, as if this strategy would leave all options on the table — including Ukraine’s NATO membership. The idea is to move away from drawing red lines, as the US has done. Macron proposed to stop broadcasting the limits of Western intervention and instead keep the Putin guessing. #zelensky #digitaldiplomacy
