Japan is very safe, the citizens care for children. (It's so safe, toddlers can go out and do chores in town by themselves, and children are expected to walk or bike to school themselves. Youngest I've seen running errands was 2.5 years old.) It is not weird for them to touch and hold, it is a cultural difference. It is not like in America where people will take your child.
