You can put the max and minimum fps on certain numbers in the graphics settings, I recommend minimum 60 and max 120, 60 for background as well

First use hwinfo64 and check to make sure you aren’t thermal throttling. If you are below 90 C, you probably just need a new computer. PCPartPicker

Your laptop might not be using the discrete gpu. Just google "switch to discrete gpu".

Change/lower shadow settings and if you’re on pc turn off cross play settings (you have to do it in the main screen)
