Looks like a commercial building. That’s why you’re using that type of anchor which is ok but not for a swivel mount I have seen them fall rip drywall

Toggles are great but not on an articulated mount. there has to be at least 2 lags into a stud

Punch drywall, make a hole easily. Punch drywall and hit a stud, break your hand! Drywall, plaster…. Doesn’t matter. Anchors= bad idea
