Up-down. As that Earth turns and if that gyro is allowed to rotate freely, it’s going to try and stay up-down. To you watching it, ‘it’s’ rotating.

if you start a gyroscope at a 45° from vertical, it will stay that way. I encourage everyone to try it themselves with a toy store gyroscope.
