I grew up in Buenos Aires and drank boiled water my whole childhood for this reason. You can also add two drops of bleach per litter of water.

as for Ukraine. Odesa region takes water from Dnister (not Dnipro), so we did not expect cholera. Other sites also have alternative water sources.
