What if roots are too short due to root rot/dryness & are too close to crown roots? Add more water or just enough to touch non-crown roots?

Hi, I just want to make sure I understand. When you transition to water culture you let the roots (including the crown) sit submerged in water for 2 months, changing the water weekly. After the 2 months you do 5 days in a little bit of water and 2 days dry? What do you mean by never apply fertilizer to dry roots?
