I think you are on the right track. I'd recommend used Japanese low slung bikes like this, shadow, savage, rebel, my niece just got a vstar 600cc.

i have owned several cruisers. I had a Shadow 1100, and I currently have a Yamaha V Star 1300. My first was a 750 and I outgrew it quickly.

shadow 750 is a fantastic starter cruiser bike. low seat, low cost, low maintenance, enough power but not too much. however the stock seat is a pain
