Minister Of Works Stammers On The Hot Seat; Faces Sack And 5 Years In Prison, Without The Option Of Fine; After Revealing On Live Television That President Bola Tinubu's Federal Government Disregarded Section 24 (1) Of The Public Procurement Act, By Awarding The ₦15 Trillion Lagos-Calabar Coastal Project, Without Any Public Bidding; Confesses That The Project Was Hurriedly Awarded After An Order From Above, To A Company Owned By Bola's Very Close Business Ally, Gilbert Chagoury, Who Was Convicted By A Swiss Court In 2000, For Money Laundering And Aiding A Criminal Organisation To Launder $120 Million The Minister of Works, Dave Umahi, is facing calls for his immediate sack and a 5-year prison term, after admitting on national television, on Friday, that the President Bola Tinubu Federal Government awarded the ₦15 trillion Lagos-Calabar Coastal Highway project, without any public bidding, to Hitech Construction Limited, which is owned by a convicted money-launderer and close Business Ally of the President, Gilbert Chagoury. “There was no public bidding, but there was direct procurement. It is within the Law”, Umahi said on Arise News, on October 23, 2026. However, the Minister's admission directly contradicts Nigeria’s Public Procurement Act 2007, and has put the Minister’s job and freedom on the line. Section 24 (1) of the Act provides: “Except as provided by this Act, all procurement of goods and works by all procuring entities, shall be conducted by open competitive bidding.” Violating the Act is a criminal offence; as Section 58 prescribes 5 to 10 years imprisonment, without an option of fine. For a Public Officer, it attracts 5 years imprisonment, without option of fine, plus summary dismissal from service. For a Company, it attracts debarment for not less than 5 years, and a fine of 25 percent of the procurement value. By his own admission, Legal Experts say that Umahi has exposed himself to the full weight of Section 58 of the Public Procurement Act 2007. The Contractor’s, Gilbert Chagoury, is on record as a convicted money-launderer. In 2000, a Swiss Court convicted him of money laundering and aiding a criminal organisation to launder $120 million, tied to a former Nigerian Dictator, late General Sani Abacha. He pleaded guilty in the United States of America, USA, and forfeited some cash. In 2021, the US Department of Justice, DoJ, fined him $1.8 million, over illegal foreign Campaign contributions. #AtikuIsForThePeople #TheAtikuMovement
