Mine had the exact same issue, we got him to the vet to run some tests and after the biopsy it turned out to be a staphylococcus. He needs antibiotics

my dog had the same thing my vet recommended we change her foot to a Hydrolized protein kibble and it’s helped! not 100% but it helps her out when it comes to skin problems.
