It's actually not from the bank it's from there broker, ameritrade will let you borrow up too 55% of your portfolio's value

If it’s ISOs or even RSUs you do get taxed when you take possession to borrow against. AMT taxes for ISOs

I like Australia’s approach. Shares are cash value at the instant you acquire them, so you still get taxed, it’s just seen as a cash alternative
