In this rare photograph taken around 1975, members of the International Committee inspect preparations for what would become one of the most ambitious cultural gatherings ever staged on African soil — the Second World Black and African Festival of Arts and Culture (FESTAC ’77). At the time, Nigeria was investing enormous resources into a dream: bringing together an estimated 25,000 artists, intellectuals, performers, and cultural representatives from about 90 countries. To accommodate them, an entire residential complex known as Festival Town was built on the outskirts of Lagos. Yet, the road to FESTAC was far from smooth. The festival had already been postponed twice, raising questions about cost, logistics, and whether such a grand vision could ever become reality.
