Reseal the cover but with the bolts loose, install the crank pulley and let IT center itself. Then tighten the cover bolts. Common issue, common “fix”

Replacing the cover seems more time effective than building a tool to fix a bad cover

You install the balancer with the cover loose . Once the balancer is on, tighten the over bolts to center it .
