it's only women's only during commuting hours, otherwise it's free. it says so on the sign

It’s only for women weekdays until 9:30am. It’s usually only during early hours so they feel safe traveling to work

they are designated for (mostly,depends upon the company) 7:30 am to 9:30 am.just for the rush hour. Maybe checking out the official website?
