yes developer does expire. the more oxygen that's in the bottle the more degraded it is. don't keep open developer for more than like 6 months.

It definitely expires! I found out the hard way when my bleach stopped bleaching 😂 I'd say 1-2 years max

idk if it "expires" but after being opened and sitting, it isn't as powerful and "dilutes" itself over time.
