I'm a fan engineer. Basically the problem here is that the bulbs are spinning instead of the blades. Easy fix is to make the blades spin instead.

The wires must be twisted between the lights and the fan. You’re probably going to need to call an electrician or get a new fan unfortunately

You are going to have to take the whole ceiling fan off and make sure it’s properly wired to the blades

Oh you bought the wrong kind of fan. This type is one that does that and you want the one where the blades spin. Hope this helps!!!!
