There's a station here in Kobe where we have an "unwanted umbrella" rack where you can take one or leave one, but yeah I think they're not common

the rack at the hotel I stayed at mount Fuji is specifically a community rack. asked the front desk staff and they said to return it, which I did🥰

When I was staying in Japan my hotel had a umbrella rack that you could take one and use but your supposed to put them back
