Prepare a baking dish with nonstick spray. Prep the peppers by removing tops, seeds, and membranes. Place them in the dish and season the insides. In a sauté pan, cook beef, onion, then drain and season. Add diced tomatoes, garlic powder, chicken broth, rice, Worcestershire sauce, and paprika. Simmer. Roast the peppers in the oven.
