I’ve done this successfully, but genuinely you need a good formula for the eyeshadow. I used an old modern renaissance palette.

You should try with a diferentes brush and with gel polish, cure it but not fully so eyeshadow/pigment can stick to it, and then cure it fully.

I use a revolution pallet and apply it after a the matte top coat is fully cured/dry. I get the eyeshadow onto the brush, tap the brus against the rim

high quality makeup has much more mica/pigment than drugstore brands so maybe it's the eyeshadow you're using

I put matte topcoat, cure for 60sec and then i put the eyeshadow. I always go back in a few times to build the pigment and then go over with topcoat!

Maybe it the pallet or put multiple layers of the eye shadow and top coat than talke the tape off or use liquid eyeshadow

Matte top coat and 90s eyeshadow applicators work well. If you want a lighter colour on top do a second layer of matte top coat with just that colour
