You also need proportional representation in all the legislatures. That way 3rd, 4th and 5th parties would have representation in Congress.

The other issue is electorates can vote for whoever they want, so even if 3rd party won a whole state, the electors could still vote a different way.

all 4 major parties send their own electors to vote in Electoral College. the party that wins pop vote in each state sends their electors to vote.
