Lightly butter a shallow 2-quart gratin dish and place a rack in the upper third of the oven. Clean the Leeks: Cut away the tough dark-green tops, leaving the white and tender pale-green sections. Trim only the root hairs so the firm base remains intact. Halve each leek lengthwise, gently open the upper layers, and rinse away every trace of grit under cold water. Pat exceptionally dry—water left between the layers will prevent a proper sear. Crisp Half the Capers: Heat the olive oil in a large heavy skillet over medium-high heat.
