I spent my teen years in a group home. A lot of us end up aging out of the system BUT some kids get lucky and get adopted as teenagers.

I know kids who have been adopted at 15-16 it's kinda rare but definitely happens. Jack's issues were downplayed by either Lucy or the agency.
