It depends your state, but most are based on height and weight but a minimum of 12 months old is required.

Rear facing is so much safer when they are still that small. I didn’t turn mine around till either almost 4!

Honestly, in my country we don’t switch to rear face until 3-4 yo, but at least 2 it’s recommended
