Here in Milwaukee we’ve rehabilitated a few creeks and rivers. The issue with the LA river is that there are numerous large storm sewer outfalls, and the concrete channel helps water travel faster.

My town has two rivers going along it ones the la river and the other is our own personal water supply that has a soft bottom and sometimes floods
