This is almost always the case when pushing state of the art tech. Laying new tracks in unfamiliar terrain will allways cost more to lay tracks on old foundation. This is the cost of being ahead.

Contractors having a monopoly on frames isn’t new. Boeing has owned the AWAC design for decades. It JUST transitioned from ‘r&d’ to ‘sustainment’. 🤷♂️
