My rescue tiel is TERRIFIED of hands and scared of most perches out of her cage - but not ladders! So we use a ladder to step up on. May be worth trying a variety of items!

What if you tried getting him off with a perch? Saw another parrot owner that has this problem and he will climb on the perch but not her hand
