Level goes down. The rock in the boat displaces it's weight in water. When it sinks it just displaces it's volume, which is less.

Depends on the rocks density. A heavy but small rock would displace less water out of the boat than in. A light but large rock would do the opposite.

I think the easiest way to solve this is imagining an infinitely small rock heavy enough to almost submerge the boat and a boat that weighs the same as air.
