question- IF the breaker DID cause the surge, would a whole house surge protector have stopped that? I thought those only helped with like lightning.

I saw the same scenario when a doorbell wire took a surge. It melted the insulation all the way to the button.

Definitely surge. Surge goes through path of least resistance. Surge also doesn’t push amperage there for breakers don’t trip. Surge protector for panel will prevent from happening in future.

Well heck. Looks like the ground was burnt into right where it excited the outter jacket. Maybe that short melted the wire?
