I feel like it depends on if the adjectives could modify each other or be converted to adverbs that modify others.

apparently when you have two or more in the same category, you lead with the more relevant. so depends if he's more embarrassing than evil, etc.

a bit off topic but there’s a tribe that only uses cardinal directions, they don’t say “there’s an ant on your left leg” but “on your southwest leg”

Nah I agree with this but it seems to be more important in writing. Tone and other factors could make an incorrect adjective order sound fine.
