my father gets less SS because his pension is given by the State of IL. there is already an offset for some people.

Just tax it on returns. Scale it to income on a single year, the higher the income the higher the tax rate on Social Security.

We'd also need a new layer of bureaucracy to manage it. It would maybe make sense if we had a wealth tax based on high asset levels rather than income

SS has been a compulsory tax of 7+% to 14+% of income for the vast majority the funds have been poorly managed thus the shortfall I paid the tax I expect the govt to meet its contractual obligation
