FOUMBAN, 1961 — THE CONFERENCE THAT SHAPED REUNIFIED CAMEROON In July 1961, representatives of two Cameroons met in Foumban to decide how reunification would work. On one side stood the Republic of Cameroon, led by President Ahmadou Ahidjo. On the other stood British Southern Cameroons, represented by a 25-member delegation led by Prime Minister John Ngu Foncha. The Southern Cameroons delegation arrived expecting a real constitutional negotiation: article by article, institution by institution, until both sides produced a shared federal constitution. But when the talks opened, Ahidjo presented a constitutional draft that had already been prepared. In his opening intervention, opposition leader Dr Emmanuel Mbela Lifafa Endeley stated that some Southern Cameroons delegates had only seen the document that same morning. The imbalance was immediate. Before Foumban, Southern Cameroons leaders had met in Bamenda and proposed a loose federation designed to protect the autonomy, institutions, legal system and political identity of both states. They wanted strong regional governments, a bicameral federal parliament and clearly divided powers. What emerged from Foumban was different. After five days of discussions, from 17 to 21 July 1961, the broad framework of the future Federal Republic of Cameroon had been established. The final system included a single federal parliament rather than the bicameral legislature proposed at Bamenda. It also granted the central government considerably more authority than many Southern Cameroons delegates had expected. Foumban did not immediately produce the final constitution. Further discussions followed in Yaoundé, and the federal constitution entered into force when reunification officially took place on 1 October 1961. But for many historians and political actors, Foumban remains the decisive moment when the balance of power between the two territories became visible. Supporters of Southern Cameroons and Ambazonian independence also argue that the resulting constitution was never properly ratified by the Southern Cameroons House of Assembly. That claim remains politically and legally contested. It should therefore be presented as one interpretation of the constitutional process, not as an uncontested historical fact.
