Sometimes it has to do with the composition of road ways. Texas has a lot of concrete which can deteriorate the roads.

Ever try putting salt on 3 inches of ice? Melt and refreeze. Sand allows you to walk on it still

Salt only works down to a certain temperature. Below that salt won’t work and they use sand.
